Dear Families,

In January of 1964, President Lyndon B. Johnson declared The War on Poverty in his State of the Union speech. Shortly thereafter, Sargent Shriver took the lead in assembling a panel of experts to develop a comprehensive child development program that would help communities meet the needs of at-risk preschool-aged children. Part of the government’s thinking was influenced by new research on the effects of poverty and its impacts on children’s education.

Head Start was designed to help break the cycle of poverty by providing preschool children and their families with a program to meet their individual needs, with comprehensive services such as:

  • Education
  • Screenings and follow-up for health, development, and behavior
  • Social and emotional health
  • Nutrition
  • Family goal-setting
  • Transition services
  • Services for children with disabilities

To date, Head Start has served more than 30 million children, growing from an 8-week summer demonstration project to one that includes full-day/ full-year services, as well as many other program options, including Early Head Start serving pregnant women, infants, and toddlers up to the age of 3.
